What does the approval process for known consignors look like

To obtain known consignor status, an entity submits the following to the Civil Aviation Authority (CAA, in polish ULC):

  • an application for approval,
  • a security programme against acts of unlawful interference,
  • a Declaration of Commitments – Known Consignor,
  • statements required under Article 186e, paragraph 2 of the Aviation Law.

The final stage involves an on-site verification by CAA inspectors to assess compliance with EU regulations and the procedures outlined in the security programme.

Once approved, the details of each known consignor are entered by the President of the CAA into the ‘Union database on supply chain security.

Why is it worth it?

Achieving known consignor status brings tangible business benefits:

  • possibility of exemption from additional security screening for cargo when cooperating with entities within the secure supply chain(e.g., regulated agent),
  • reduced operational costs through simplified procedures,
  • faster cargo handling and shorter delivery times,
  • strengthening credibility and competitiveness in the air cargo transport market.
