As of 1 January 2027, the transport of consignments within the secure supply chain will only be permitted by entities holding one of the following statuses:
- Regulated Agent,
- Known Consignor,
- Approved Haulier.
As a result, the Haulier Declaration (Attachment 6-E) will no longer be accepted after this date.
Approved haulier means an entity that ensures, on behalf of a regulated agent or known consignor, the surface transport and protection of air cargo and mail consignments to which security controls have previously been applied and whose procedures meet common security rules and standards sufficient to maintain the integrity of the consignments.
What does the approval process for approved hauliers look like
To obtain approved haulier status, an entity submits the following to the Civil Aviation Authority (CAA, in polish ULC):
- an application for approval,
- a security programme,
- a Declaration of Commitments – Approved Haulier.
Before designating an entity as an approved haulier, the President of the CAA reviews the submitted documentation and conducts an interview with the person responsible for implementing the security programme and ensuring the proper application of air cargo and airmail security measures.
Once approved, the details of each approved haulier are entered by the President of the CAA into the ‘Union database on supply chain security.’
The status is granted for a maximum, non-renewable period of one year, during which the haulier is subject to an on-site inspection.
