Responsibilities of the Entity – Upholding the Highest Standards

Ensuring an adequate level of aviation security requires not only strict adherence to procedures but also systematic monitoring of their effectiveness. Every entity conducting aviation operations is therefore obligated to implement and carry out internal quality control, in accordance with the Regulation of the Minister of Infrastructure of 5 November 2020 on the National Quality Control Programme in the Field of Civil Aviation Security.

Annual Schedule

According to §36 of the Regulation, each aviation entity must prepare an annual internal quality control schedule – no later than 31 December of each year for the following year.

The schedule is based on a risk assessment, taking into account the type and scale of operations, number of locations, and other factors affecting the level of security.

Scope and Frequency of Controls

Throughout the calendar year, internal quality control includes verification through inspections or audits of all elements specified in Appendix I to Annex II of Regulation (EC) No 300/2008 of 11 March 2008 on common rules in the field of civil aviation security.

Furthermore, each security measure must be regularly tested, depending on the type of operation, including:

  • Airport operators at commercial airports – at least quarterly,
  • Operators at non-commercial airports – at least annually,
  • Air carriers – at least quarterly,
  • Regulated Agents – at least quarterly,
  • Known Consignors – at least every six months.

This approach ensures continuous oversight of all elements and maintains full compliance with national and EU requirements.

Documentation and Reporting to the President of the Civil Aviation Authority (ULC)

Every control must be documented. Aviation entities are required to:

  • Conduct internal quality control continuously and in a documented manner.
  • Immediately notify the President of the Civil Aviation Authority (ULC) of any identified non-conformities, along with a corrective action plan.
  • Retain control documentation for at least three years from the date of completion.
  • Submit an annual report on internal quality control to the President of ULC by 31 January for the previous year.

These procedures ensure full transparency and oversight over the quality of applied security measures.
